Clinical Operations (CLINOPS) and Managed Care

Clinical Operations and Managed Care has a committed staff that can assist you in many areas. These areas include Beneficiary Counselor and Assistance Coordinators, Patient Advocacy, Referral Management, Patient Travel, Enrollment Services, the Central Appointment Office, Master Schedulers, and Contract Cell. Beneficiary Counselor and Assistance Coordinator

The Beneficiary Counselor and Assistance Coordinators (BCAC) are available to provide advice and counseling regarding health benefits and benefit options available from military facilities and other sources. This advice is given to military personnel, their family members and retired service personnel and their family members. For any questions concerning benefits, BCACs are available to answer questions and help solve TRICARE-related problems. The BCAC office is located within the Beneficiary Service Center on the 1st Floor, Main Concourse. Please contact your BCAC at the following numbers (762) 408-2590/2600. Hours of operation are Monday – Friday 0800-1630 except for holidays

Patient Advocate

The patient advocate serves as the liaison between patients and the hospital staff. Patients are encouraged to contact the Noncommissioned Officer in Charge or the Clinic Administrator to resolve disputes or concerns. However, if the matter cannot be resolved, a patient advocate will be happy to assist you. Patients may visit Patient Advocates, reach them by phone or through the ICE system to address concerns, comments or compliments. The Patient Advocate office is located in the Patient Advocacy Center on the 1st Floor, Main Concourse. Please contact your Patient Advocate at the following numbers (762) 408-2420/2603/2602. Hours of operation are Monday – Friday 0800 -1630 except for holidays.

Referral Management

Referral Management tracks all referrals to specialty care in and out of our Medical Treatment Facility (MTF). Referral Management manages specialty care referrals sent to Tricare, civilian providers, or other MTF’s that cannot be seen at Martin Army Community Hospital (BMACH). Referral Management manages Right of First Refusal (ROFR) requests from Tricare. Referral management coordinates with specialty clinics regarding requests from other MTF’s. Referral Management reviews referrals for medical necessity and appropriateness of level of care. Referral Management Consult Coordinators can assist patients with questions regarding referrals. The Referral Management Consult Coordinators office is located in the Beneficiary Service Center on the 1st Floor, Main Concourse. Patient Travel

If you or your dependents are required to travel to receive medical treatment you may be eligible for TRICARE authorized reimbursement of reasonable travel expenses. The Patient Travel Liaison can assist beneficiaries in determining their eligibility for this entitlement and the processing of documentation to claim this entitlement. The Patient Travel Liaison is located in the Beneficiary Service Center on the 1st Floor, Main Concourse. Please contact your Patient Travel Liaison at the following number (762) 408-2585. Hours of operation are Monday – Friday 0800 -1630 except for holidays.

Enrollment Services

Enrollment Services is responsible for providing beneficiaries and staff with information on enrollment status such as eligibility and enrolled Primary Care Manager’s (PCM). Additionally, Enrollment Services enroll TRICARE for Life (TTL) beneficiaries into the Military Treatment Facility (MTF) TRICARE Plus program. Enrollment Services is responsible for managing 134 PCM's and over 49,000 beneficiaries that are assigned to the PCM’s. Central Appointment Line

To schedule a primary care appointment at Martin Army Community Hospital, please call our Access to Care line at 762-408-CARE (2273). Hours of operation are Monday – Friday 0700 -1600 except for holidays. Patients who are experiencing an emergent medical situation should report to the nearest hospital emergency room or call 911.

Master Schedulers

The Master Schedulers are responsible for creating the medical appointment slots that are booked here at Ft. Benning. The Master Schedulers also run clinical data to support the clinics and their missions. The Master Schedulers are located on the 1st Floor, Upatoi Clinic. Contracting Cell

The Contracting Cell embedded within CLINOPS at Martin Army Community Hospital provides administrative medical support to leadership by serving as Contract Officer’s Representatives (CORS) for direct healthcare provider contracts and services. The COR’s provide the Contracting Officer with contracting support and contract administration oversight. The COR’s in CLINOPS are located on the 1st Floor, Upatoi Clinic.
